Prestonsburg Police Department Receives Grant from
Spirit of Blue

This week, Brenda Tiffany presented Prestonsburg Police Chief Ross Shurtleff with the Spirit of Blue Foundation’s 2022 Tpr. Cameron Ponder Memorial Grant valued at $16,175.46 for the purchase of much needed ballistic vests and helmets.

Here’s where it gets you in the feels: Trooper Cameron Ponder was gunned down trying to make an arrest of a fleeing individual in September of 2015 after only nine months on the job at KSP’s Mayfield Post. Brenda is Cameron’s mom. Today, she makes it her life’s work to travel around the Commonwealth and support the families and agencies of fallen officers. Following the June 30th Shooting in Allen, Brenda has been in regular contact with us and selected PPD as the recipient of Cameron’s memorial grant.

This grant is paramount in supporting our goal to build a safety net of personal protective equipment that will help maintain every possible avenue of safety for our officers.

The last eleven days have been excruciating. From the first call for help to the last service eight days later – time has moved as a blur – as fast as slow could be. Words cannot describe it. The event alone, without the loss of life was enough to end a career.

We say all of that to say this: you have ALL made it a little easier. For the community, near and far, to rally around us and one another has been astounding. Thank you to all of you who cry Prestonsburg, either side of the isle, no matter what or where. I’ve seen people who I know have staunchly different social views embrace one another. People who we had never expected to be right there for us.

We received personal calls from the Commissioner of the NYPD, messages from the Superintendent of Chicago Police, the Orange County, CA Sheriff’s Office and so many more.

Without request or hesitation, the City of Pikeville, The City of Coal Run, The City of Paintsville and The City of Ashland stepped up to provide complete police and assist with fire coverage at the level of professionalism you expect from us.

Tonight – and into the future, we press forward. We work to carry on the spotless legacy of these amazing men. We work to heal.

SUPERVISORS Appointed to COMMAND Positions

(June 22, 2022)

Following the appointments of Chief Randy Woods last summer and Deputy Chief Ross Shurtleff earlier in the month, two appointed Captain’s positions were left vacant. Unlike Sergeants and Lieutenants who apply and test for their positions, Captains and above are considered commanders and are appointed.

Points of consideration when appointing commanders include tenure with the agency, range of experience, training, dedication to service, and executive management skill, among many others. With a combined sixty-five years of service, nearly entirely with the City of Prestonsburg, the spearhead of the Floyd County School Safety Program, and superb leadership skill, we could think of none better to fill these positions than Jon Pack and Ralph Frasure.

Captain Frasure will take command of the Special Projects Division, which contains School Resource and Safety, Criminal Investigations and Interdiction Squad, and Training & Preparedness.

Captain Pack will take command of the Patrol Operations Division, which contains all uniformed patrol services, four shifts and three platoons of officers and mid-level supervisors, fleet management, inspections and evaluations, and collision investigations.

Captains Pack and Frasure’s appointments were effective on the 15th of this month and they immediately took command of their respective divisions. We have all the faith in the world in their expertise and desire to lead our department.

Both are seen being sworn in and presented with their orders of promotion.

PRESTONSBURG POLICE OFFICER : Chris Allen

(June 7, 2022)

The City of Prestonsburg and the Department of Police are thrilled to welcome our newest Police Officer, Chris Allen.

Chris is a twenty-one year old twin, a native of Johnson County where he graduated Paintsville High School before joining the US Army where he began paving the way to a life-long dream of becoming a police officer. Chris has shown-out as a natural born leader, refusing to quit his physical agility test until the last participant had completed the test. He performed stellar on all pre-employment screenings and promotes service above self like we’ve never seen out of a rookie cop.

This past week, while at an extended Army training function, Chris was named (for the second year in a row) the winner of the “Best Warrior” competition for the 198th Military Police Battalion. This rigorous test included physical agility, M4 Carbine testing, land navigation, medical lanes, employment of hand grenades, followed by a four-mile ruck.

Chris is one of many well-qualified military applicants who look for a career in law-enforcement but are turned away because of tattoos. Our progressive tattoo policy allowed us to select a candidate who will serve you well!

Chris was sworn in by Mayor Les Stapleton last week and began his field training on day shift. He is slated to report for the academy in August.

If you see him out, give him a big Prestonsburg welcome. He will be a familiar face for years to come!

PRESTONSBURG POLICE OFFICER PROMOTED

(May 5, 2022)

Following the impending retirement of a long-time Prestonsburg Police supervisor, a process was opened for officers who met a strict criteria to participate in a standardized promotional process.

This process consists of a Peer Evaluation Review, a written examination, a Job Simulated Exercise, and an interview before a board that consists of Chief Randy Woods, Captain Ross Shurtleff, a community leader with no law enforcement background, a council member, and a fifth “wild card” individual that is either a commander from another law enforcement agency or a veteran law enforcement officer.

Ptl. Nick Bingham, an eight year veteran of Prestonsburg Police Department successfully completed the process throughout the month of April, and was officially sworn in as Sergeant on Wednesday. Nick will command a day shift squad and will oversee firearms, training, and collision investigation.

Prestonsburg Police Department Inspires the Young!

This week, Brady Little, a student at Floyd Central High School with a deep affection for law enforcement contacted Chief of Police Randy Woods with a problem. Brady told Chief Woods that he was trying to raise funds for his prom by selling bundt cakes, but wasn’t having much luck. Chief came in clutch, he took Brady’s order form and we were all able to pitch in and sell about forty of the cakes to help him. That’s not the best part.

When we went to deliver the orders, we were able to present Brady with a brand new campaign hat and Prestonsburg PD ball cap as he was installed as our inaugural Junior Officer. Chief Woods, Ptl. Shaun Little and Det. Brad Caldwell were able to shine a little light on Brady today, make a little space and make a better place in the world.

We always have been and always will be committed to service first. Rather or not you live, work, or visit Prestonsburg we will strive to make our Community, our Commonwealth, and our world a better place. This is just one way that everyone gets involved at a personal level, from patrol units to administrators to further that goal.

Prestonsburg Police Captain Graduates Executive Development

(February 25, 2022)


Captain Ross Shurtleff completed the Department of Criminal Justice Training’s premier leadership course, Criminal Justice Executive Development. CJED is a 168 hour course that focuses on the development of law enforcement executives in areas such as executive writing, budgeting, planning and development, motivational theories, and project management, to name only a few.

Supervisors must complete over twenty-five projects and writings all while balancing the responsibilities of their executive and family positions, spending four weeks on campus at the DOCJT Training Complex. It is directed by seasoned leaders, instructors, and collegiate professors from across the Commonwealth.

Captain Shurtleff came to Prestonsburg as a patrol officer with Mayor Stapleton’s administration in 2015. He has served in department leadership since 2017. He is pictured below with Chief Randy Woods.


RESPONSE-to-RESISTANCE and ACTIVE SHOOTER :
(A Real-Life training for Administrators & School Resource Officers)

(January 18, 2022)

This week, we, along with Prestonsburg Mayor Les Stapleton (who is also a retired Kentucky State Trooper) partnered with the Floyd County Schools to provide real-life training for administrators and all School Resource Officers for response to resistance and active shooter situations.

Det. Caldwell and Chief Woods are trained instructors in the firearms simulator and were able to provide eye-opening scenarios to help hone-in and sharpen skills of police officers and provide insight to our educators.

City-wide, we’re happy to have such a successful relationship with Superintendent Shepherd, Chief Safety Officer Tommy Gearheart, and the entire Board of Education.



PRESTONSBURG Returns from second Western Kentucky Deployment

(January 2, 2022)

This past week, two Prestonsburg Police Officers, Sgt. Bryan Tipton and Ptl. Josh Hinkle, were deployed to Dawson Springs in Western Kentucky to answer a call for mutual aid for Law Enforcement. As you could imagine, their officers were affected the same as the citizens, and those men and women have stood their posts through the devastation. In an effort to aid in their relief, we and other agencies across the Commonwealth answered a call for help.

Officers from Prestonsburg and elsewhere patrolled day and night to keep a heavy presence and deter crimes that have surged following the storm. One thing was solidified: the damage was devastating, as documented by the video taken by Ptl. Hinkle.

We have worked closely with Dawson Springs Mayor Smiley, Police Chief Opalek, KSP Mayfield and Madisonville, and the fine people of their region. We remain committed to aiding in their recovery, as they would ours. We have pledged support as needed from our Police and Fire Departments or any other means necessary.

Officers left early last Monday morning and begin work as soon as they arrived and continued through Thursday evening when they were relieved by a platoon of Richmond Police Officers and returned home. They picked up, left their families and worked around the clock for people they had never met in a community neither had ever visited. That, my friends, is what makes our Community and our Commonwealth the best there is! As we have said many many times, #ServiceAboveSelf.


Recruit Graduates Basic Training

(December 15, 2021)

Ptl. J. Trent Arrowood graduated from the Kentucky Department of Criminal Justice Training’s Basic Academy Class 522.

The DOCJT academy consists of 800+ hours over twenty weeks of training in various fields of study including legal, defensive tactics, evasive driving, firearms, and use of force. Recruits reside at the academy for twenty weeks as they work toward their Peace Officers Professional Standards Certification. As recruits leave their families for such a time, they exemplify the life-long sacrifice of service above self they have signed up for.

Prior to attending the academy, Trent underwent twenty-four weeks of on the job training as part of our field training officer program. Trent will begin his supervised patrol duties next week after he enjoys a much deserved break at home with his wife, Shelby.

The ‘BURG Cares

The Prestonsburg Police Department and the City of Prestonsburg partnered with Prestonsburg Tourism, Pikeville Police Department, and the Pikeville Independent Schools and Floyd County Schools to deliver 102 blankets, fifty pillows donated by Walmart Prestonsburg, fourteen bicycles, and a large quantity of new toys to those impacted by the recent tornado event in Western Kentucky.

A combination of funds from the City of Prestonsburg, Prestonsburg Tourism, and donations from Walmart totaled over $2,300.00 in materials that will go directly to the relief of those victims. This is a prime example of blurring jurisdictional boundaries to come together for a common effort to promote service above self.

Oftentimes, people get caught up in focusing on the betterment of their individual community or project” said Chief Randy Woodsit is truly important that we focus on our success as a whole region and Commonwealth in order to become the best we can be. It has been a priority of my administration to build on and expand partnerships to do just that.” Chief Woods continued.

The Prestonsburg Police Department is committed to promoting the service of those we protect and aiding in that effort wherever we are needed, and we will continue looking for ways to make a positive impact in our community and beyond.




Shop with a COP 2021

Today is the day (Dec. 11). If you ask any member of our agency, they will tell you this is their favorite day of the year. With the help of Sponsors like Mann Toyota, who bought 52 pairs of winter boots, and IGA Food Stores who provided every bit of the food to ensure families are fed through the holidays, and so many other sponsors who support this program we were able to make a small difference in the lives of fifty two children this year.

PRESTONSBURG FIRE AND POLICE DEPARTMENT Receives Child Safety Seats – Aims to assist family in need.


As a partner with the Kentucky Transportation Cabinet’s Office of Highway Safety, we have been able to dedicate officers to highway safety and better equip them to detect and deter drunk and drugged driving, reckless driving, and occupant protection. KOHS has assisted that mission by providing officers with portable breath test units and other tools that are critical to that mission.

This week, through that relationship, that mission had a tool added to its arsenal. Prestonsburg Police took delivery of multiple convertible child safety seats and booster seats for families in need. Through the duration of this grant as officers contact families on the road with unsecured children – enforcement won’t be the focus – securing that child will be. If we find or are contacted by a family that is need of safety for a child in a vehicle, they will be provided a seat that will be installed by a certified child safety seat technician at no cost.

Prestonsburg Fire and Police employ six certified safety seat technicians and we are thrilled to be able to bring this assistance to our community. “The safety of our children has always been and will always be our top priority. This is a brand new tool that furthers that goal,” said Randy Woods, Chief of Police.

Patrolman Josh Hinkle, who administers our Highway Safety Program, took receipt of the seats from Beau Evans with The City of Huntington, West Virginia, who administers this program on behalf of the National Highway Traffic Safety Administration.

PRESTONSBURG POLICE DEPARTMENT Newest Addition, NELSON!

Everyone meet Prestonsburg PD’s newest addition, Nelson!

As you saw a few weeks ago, Ptl. Jake Chaffins went to Little Rock, Arkansas to undergo training and pick up our newest Officer. Nelson is a twenty-month-old Belgian Malinois (that’s pronounced malen-wah) and he was born January 20, 2020. Nelson began training for a career as a service dog at birth and was imported to the United States this past July where he began specific fields of training and screening.

Following the pairing of Jake and Nelson and their two weeks of partnered training, the team are nationally certified in drug detection, tracking, and patrol apprehension. As we are sure you’ll agree, Nelson is a BEAUTIFUL pup, but, he is a BITE DOG. He will more than likely appear to be lovable and a big baby, but he is very highly trained and gets no more enjoyment than when working, as it is like playing fetch to a normal dog. With that being said, be sure to keep your distance from him and do not approach him.

Nelson and Jake are equipped with a specially outfitted police vehicle that keeps Nelson safe and allows him to be released from the vehicle remotely if Jake were to need him. The vehicle is clearly marked as having automatic doors and having a bite dog on board. When you walk by, you’ll probably hear him acting a-fool, but don’t worry, he can’t get out on his own.

The team began work this weekend and started out strong with a detection and seizure of methamphetamine. You’ll probably see them out and about working to make our community safer and when you do, give a shout hello!



CITY COUNCIL APPOINTS NEW POLICE CHIEF

At a special called meeting of the Prestonsburg City Council on Monday, following Mayor Les Stapleton’s nomination, members moved to promote and appoint Captain Randy Woods to the position of Chief of Police of the Prestonsburg Police Department, filling a vacancy left by the retirement of Chief Larry Woods at the end June.

Randy began his career at Prestonsburg Police some twenty-five years ago before becoming a Kentucky State Trooper where he spent twenty-two years and retired as a Sergeant in the Driver’s Testing Branch. Randy served as a Trooper at Pikeville Post, a Squad Sergeant at both Mayfield Post in western Kentucky and at Pikeville Post, a Sergeant supervising the Detective Squad and Administrative functions at Pikeville Post, and finally a Sergeant supervising over forty counties driver’s testing operations. In total, he spent seventeen years as a supervisor all over the Commonwealth.

Following his retirement from KSP after a very successful career, Randy rejoined Prestonsburg PD as a School Resource Officer, a Patrolman, a Detective and was promoted to Captain in September of last year where he began to command the operations division. Randy brings a wealth of experience and knowledge to the table to continue to push your Police Department into the future and to see the progress you expect.

He continued to follow in his father’s footsteps as Mayor Les Stapleton administered his oath of office as the Chief of Police.

In the month of May the Prestonsburg Police Department reports the following activity:

Response to 879 calls for service including collisions, motorist assists, disturbances, fights and many others.

In addition to the response to calls for service and general patrol we:-Conducted 162 traffic stops in addition to the traffic stops conducted as a result of complaints called in.
-Issued 460 citations, including 206 criminal arrests.
-Conducted 399 business security checks.
-Opened twenty-eight criminal investigations.
-Recovered eighteen items of miscellaneous contraband from the street.
-Seized $18,866.00 in monies related to illegal activities.
-Seized five vehicles used to distribute dangerous drugs
-Removed nearly one-half pound (approximately $15,000.00 street value) of methamphetamine from the street.
-Removed one-third of a pound of heroin and fentanyl derivatives from the street.
-Removed one half pound of other miscellaneous dangerous drugs from the street.
-Removed nearly seven grams of cocaine from the streets.
-Removed 199 controlled narcotic pills from the street. Our officers have flat worked their tails off this past month. In addition to fighting to keep streets drug-free so that our children may enjoy our beautiful neighborhoods, they have kept up routine patrols, traffic safety, and calls for service touting a month-long average response time of less than two minutes from call time to on-scene time.

This week is National 911 Telecommunicators week. We here at The City of Prestonsburg think we have the best in the region. The City of Prestonsburg is served by eight of the best 911 Dispatchers you can find, hands down. Our hiring process is rigorous and once you are here we train to a level of superior service.

911 Dispatchers are the unsung heroes of the Emergency Services world. They are the calm you hear on the absolute worst of days. Some people’s only hope for help for a sick or injured loved one or a victim of violence. A slim margin of our complaints come from those who walk up to us, but are rather routed through our 911 Center to our highly trained dispatchers. They are the nucleus of the entire operation. Without them, it becomes nearly impossible to function. When involved in a critical incident, it is they who send us the help we need. They sacrifice weekends, evenings, holidays and other important family functions to serve those who need them. They are the true first responders.

The City of Prestonsburg Police Department would like to congratulate Trent Arrowood on his appointment as a Police Officer and welcome him to our ranks! Trent is a native of Johnson County where he graduated from Johnson Central High School in 2014 and continued his education to obtain his degree in Criminal Justice. He is is married and, like most of our department, enjoys bass fishing. Trent joins us after years as a 911 Dispatcher with the Kentucky State Police at Ashland. He had a phenomenal pre-employment process and is excited to join us as he begins his dream job. Trent will begin field training next week on day shift. Say hello when you see him out! The Prestonsburg Police Department would like to welcome our newest Patrolman, Keith Duncan! Keith is a native of Floyd County where he graduated from Allen Central High School in 2007. Keith spent the last nearly ten years serving as a Corrections Officer at the Floyd County Detention Center, but much like his sweater, he is green as a Police Officer – brand new to this side of the career path. Keith is on administrative duty this week and will begin his field training under Ptl. Nick Bingham next week. He will complete a rigorous Field Training Officer program prior to attending the Department of Criminal Justice Training’s Basic Police Academy in the summer. Keith resides in Prestonsburg with his wife and two children. Keith is pictured below being administered the oath of office by Mayor Les Stapleton. SHOP with a COP

Thank you to everyone who stopped by our Shop With a Cop booth at this year’s Jenny Wiley Festival! Every year, our raffles at the festival kick off fundraising efforts for our annual Shop With a Cop program. The program serves 18 families throughout Floyd County Schools system, and participants are selected by each school’s Family Resource Center Director.

If you or your business would like to donate to a wonderful program in its 23rd year of giving back to the community, let us know! Our dedicated officers will be out and about in the coming weeks connecting with local businesses looking for support. Any amount of support can have the biggest impact on so many families within your community!

Welcome Ptl. BRYAN TIPTON!

Mayor Les Stapleton, administered the oath of office to Patrolman Bryan Tipton. Ptl. Tipton joins the Prestonsburg Police Department (PPD) after fifteen years as a certified police officer. Tipton graduated from Kentucky’s Department of Criminal Justice Training in 2005. He has served as the Chief Deputy Sheriff of Martin County for ten years. After which he joins the Magoffin County Sheriff’s Office in 2015 where he has remained until coming to Prestonsburg. Ptl. Tipton will start work learning how we do things next week on night shift. On behalf of the entire City of Prestonsburg.
